WIP - Attempt to add av1 support

For some reason Chrome doesn't detect the codec despite definitely
supporting AV1 decoding.  Nothing telling show up in console,
chrome://webrtc-internals/, or chrome://media-internals/.  Testing
via `docker-compose up`.
